Pat Bourne
CARVSS ChairpersonPatricia (Pat) Bourne is a dedicated professional business coach and values-based consultant passionate about making a positive difference in people’s lives. In mid-2020, she retired as CEO of EQUS, Canada’s largest member-owned utility, after 28 years. Values-based leadership is central to her everyday interactions. Pat holds a Master’s Degree in Leadership from Royal Roads University, complemented by a Graduate Certificate in Values-Based Leadership and a Graduate Certificate in Executive Coaching.
Lyle Toop
CARVSS Vice-ChairLyle Toop is a strategic Operations and Human Resources professional with over 30 years of HR, Communications, Operations Management, and Executive leadership experience. He is a visionary and innovative executive with a solid track record of success building and implementing corporate strategies, projects and initiatives that advance corporate culture and enhance business results. His areas of expertise include strategic planning, risk management, leadership, policy development, executive coaching, change management and communication.
Based in St. Albert, Lyle holds a Bachelor of Commerce Degree from the University of Alberta and is a Certified Executive Coach. Prior to joining the Board of the Central Alberta Regional Victim Serving Society in the role of Vice Chair, he served as the Chair for the St. Albert Victim Services Association Board of Directors. He also previously served as a Board member with CPHR Alberta.
Cheryl Mason
CARVSS TreasurerCheryl Mason is a dedicated professional with a strong background in both the financial services industry and nonprofit governance. In September 2023, Cheryl became an inaugural board member of the Central Alberta Regional Victim Services Society, where she currently serves as Treasurer. With a deep understanding of both the successes and challenges of the previous model, Cheryl is committed to contributing to the success and delivery of the new regional model.
Cheryl brings over 3.5 years of board experience from Sturgeon Victim Services, including 1.5 years as Board Chair. This experience has equipped her with valuable insights into nonprofit operations and governance, particularly in the context of victim services.
Professionally, Cheryl has over 35 years of experience in the financial services industry, including 8 years in an executive role. In addition to her expertise in finance, she is a certified executive coach, passionate about helping individuals embrace their potential and develop the skills necessary to thrive. Currently, Cheryl serves as the Chief People and Culture Officer for a small credit union in Alberta, where she continues to apply her leadership, coaching, and strategic expertise to support organizational growth and success.
Jeanne Duggan
CARVSS Director
Jeanne Duggan serves as Treasurer for the Central Alberta Victim Services Society. She is deeply committed to supporting Alberta’s communities, with prior contributions to the Spruce Grove-Stony Plain Victim Services Society and ongoing service as a search and rescue volunteer. Jeanne brings over three decades of expertise in legal and corporate governance with strengths in strategic planning, compliance, and risk management.
Dr. Anwar Haq
CARVSS DirectorDr. Anwar Haq is a senior executive with over two decades of leadership experience spanning health and social systems, academia, and the innovation ecosystem. Holding a PhD in Biological Sciences/Molecular Biology, an MBA in Strategic Management, and a Master of Public Policy in Social and Health Innovation, Dr. Haq brings a rare blend of scientific expertise, strategic acumen, and policy insight to his work. His leadership is marked by a strong commitment to health and social equity, innovation in care models, and cross-sector collaboration.
He currently serves as Executive Director for two Primary Care Networks (PCNs) within Alberta’s Central Zone. In this role he leads the efficient delivery of integrated primary and allied health services across diverse and geographically dispersed communities, including First Nations reserves.
Dr. Haq’s previous executive roles include leadership with Covenant Health’s Network of Excellence in Seniors’ Health & Wellness, the University of Alberta’s ISTAR program, and the University of Calgary’s Snyder Institute. He is widely recognized for driving system-level transformation, improving access and quality of care, and fostering strategic partnerships to support to achieve goals and excellence in service.
Beyond his professional work, Dr. Haq is an engaged community leader and a volunteer. He holds, and has held, a number of board appointments with Edmonton Seniors Coordinating Council Board (Chair); Age-Friendly-Edmonton Leadership Table (Co-Chair); Institute for Stuttering Treatment and Research (ISTAR) Foundation Board (Chair); Alberta Senior’s Coordinating Committee (Chair); and an elected Senator for the University of Calgary Senate.
He continues to commit himself to the journey of transforming communities through his professional and volunteer engagements. As a board member of ARVSS, Dr. Haq values the opportunity to make a meaningful impact in the lives of individuals who are often at the receiving end of life’s most difficult circumstances.

CARVSS Director
Terry Lamb serves as a Director on the Central Alberta Regional Victim Services Society (CARVSS), bringing valuable experience from their previous tenure on the Fort Saskatchewan Victims Program Association (VPA) board, where she served for 4 years. The VPA was responsible for managing the local Victim Services program, providing Terry with the ideal opportunity to transition their knowledge and expertise to the newly established regional organization.
In retirement, Terry has found volunteering to be a fulfilling way to remain engaged in the community. In addition to their work with CARVSS, Terry volunteers as a driver for the Canadian Cancer Wheels of Hope program, further contributing to the well-being of others.
With a professional background spanning 40 years, Terry has extensive experience in government and the energy sector, specializing in IT and cybersecurity. This expertise in technology and security adds a unique and valuable perspective to her role on the CARVSS board of directors.
Board Members
Board Members bring their unique experience, skills, and expertise to the task of advancing the organization’s mission, strategy, and goals. This position is part of a diverse and qualified team of professionals who are responsible for governance, oversight, and strategic direction for the Regional Victim Serving Society (RVSS).
Board Members are recruited by the Governance and Nominations Committee as Members At Large, for an initial term of 3 years. The membership elects Executive Committee positions at the Annual General Meeting (AGM) or special AGM. The Board is composed of no less than 10, and no more than 14 Members at Large, inclusive of the 4 Executive Committee Positions (i.e., Chair, Vice-Chair, Treasurer, and Secretary).
The role and responsibilities of the Board and Executive Committee are detailed in the RVSS’s bylaws and include the following:
- Provide leadership, oversight, and governance to the RVSS
- Develop and implement the vision, mission, values, strategic direction, and goals for the RVSS
- Ensure the development, review, and reporting of the operational and strategic plans
- Develop, monitor, and strengthen the RVSS’s services and standing in the Service Delivery Region (SDR)
- Ensure compliance with applicable legislation, policies, best practices and the requirements of the Program and Funding Agreement
- Approve the annual budget and ensure the effective management of resources (e.g., finances, facilities, equipment, and people)
- Attend and participate in Board Meetings, Committee Meetings, and the AGM
- Contribute to the development, review, and monitoring of operational and Board policies
- Participate in the evaluations of the Board
- Appoint a spokesperson for the organization and represent the function of Victim Services within the SDR
- Ensure the RVSS builds partnerships and co-operative agreements with specialized Victim Serving Agencies
- Stay informed of community issues related to the work of the organization
